At CTHRA, we believe that every life matters and in 2024, we proved what’s possible when compassion leads. We trained 3,917 people to recognize and respond to overdoses. That nearly 4,000 everyday heroes, now equipped to save lives.
We distributed 4,379 naloxone kits and heard back on 1,177 uses. That's 1,177 people who survived what could have been their final moment. We provided 2,678 resupplies, because this work isn’t one and done, we return, we check in, we stay present.
Our reach didn’t stop there. We dispensed over 1.1 million sterile syringes, protecting thousands from infection, pain, and unnecessary suffering. We collected nearly 955,000 used syringes, keeping streets cleaner, families safer, and dignity intact. With 38,229 harm reduction transactions across 5,538 participants, we created thousands of moments of connection each one a chance to say, "You matter. We see you."
We distributed 35,085 condoms and 21,216 safe smoking kits, because harm reduction means caring for the whole person, not just their overdose risk, but their health, their agency, their right to exist safely. These numbers are not just data. They are proof of life. Proof that harm reduction saves lives, builds trust, and creates space for hope even in the shadows of systems that too often abandon people.

To the power of presence. To the courage of compassion. To what happens when we choose care over condemnation.

Mobile outreach
This is CTHRA’s Outreach Team is not a department, but a crew of fire hearted people who refuse to let anyone vanish into the dark.
They know the streets not from a map, but from memory.
They move through heartbreak like it’s familiar ground, because it is.
And still, they come back. Again and again. With gear. With grit. With no agenda other than "we got you."

Rovers
This is not just outreach, this is a revolution on wheels.
The Rover Program is redefining what’s possible in harm reduction. Fast, flexible, and fearless, it moves through city blocks and back roads alike, carrying the tools of survival and the power of presence into places the system has long forgotten.
